Japan is one of the leading markets for cosmetics whose regulations are considerably different from the rest of the regulated markets like the USA, the EU, the UK, etc. In Japan, cosmetic products are classified as cosmetics, quasi-drugs, and pharmaceuticals. Whitening products, hair colours, anti-dandruff shampoos, whitening toothpaste, etc., are categorized as quasi-drugs but not cosmetics. Compliance processes would differ depending on the category in which the product falls. For cosmetics, the process is simple, while for quasi-drugs, the documentation and the process differ drastically. Brand owners must ensure product compliance in terms of ingredients, labels, and claims before marketing their products in Japan.
